UPI Merchant Refund Not Received: Trace and Escalate

Published:

Short answer: If a UPI payment succeeded and the merchant later promised a refund that has not arrived, first obtain the merchant’s refund reference and refund-initiation date. Then use the matching cancelled/returned-goods credit complaint reason from the original eligible merchant debit payment where the app supports it, and complain to your bank with the original UPI transaction ID, order record and merchant refund evidence. Do not use the failed-payment auto-reversal timeline unless the original merchant payment itself failed.

Identify the exact UPI refund problem

A “refund not received” complaint can describe several different events. The correct route depends on whether the original payment succeeded, whether the merchant actually initiated a refund and whether a separate refund reference exists.

What happened Likely issue Best first evidence
Original UPI payment failed but account was debited Failed merchant transaction Original transaction status and UPI transaction ID
Payment succeeded; order was cancelled; merchant has not initiated refund Merchant fulfilment/refund obligation Cancellation confirmation and merchant policy
Merchant says refund was initiated but money is absent Refund trace or credit problem Refund reference, initiation date and destination details
Merchant denies receiving a successful payment Payment reconciliation Success status, bank debit and merchant order ID
Payment was duplicated Duplicate merchant payment Both UPI transaction IDs and the single order record

NPCI’s current merchant FAQ says the merchant asks its bank to process a return/rejected-service refund. The merchant raises its grievance with its acquiring bank; that does not instruct the paying customer to bypass their bank and contact that acquiring bank directly. In your own payment app, use the eligible original merchant debit record to find the matching HELP reason where available. Screens and supported options can differ between apps.

For an original transaction that failed, use CheckMatter’s failed UPI payment and reversal guide. For a payment sent to an unintended person rather than a merchant refund, the correct intent is covered by the separate wrong-recipient review draft, not this guide. The Banking Problems hub organizes the available routes.

Merchant refund decision table

Question If yes If no
Does the original payment show successful? Continue with merchant-refund evidence. Use the failed/pending transaction process.
Did the merchant confirm cancellation or return? Save the dated confirmation and policy. Resolve order status with the merchant first.
Did the merchant provide a refund reference? Give it to the bank/app for tracing. Ask whether refund was actually initiated.
Has the merchant’s stated processing period passed? Raise a written complaint with merchant and bank. Monitor, but preserve evidence now.
Is there suspected deception? Use bank and cybercrime routes promptly. Continue the ordinary refund dispute path.

What to obtain from the merchant first

  1. Order and cancellation details: order number, item or service, cancellation/return date and refund amount.
  2. Written refund confirmation: an email, in-app record or support transcript showing that the merchant accepted the refund.
  3. Refund-initiation date: “approved” and “initiated” are not always the same event.
  4. Refund reference: ask for the merchant, acquirer or bank reference used to trace the credit. Do not accept only “refund completed” if no traceable detail is offered.
  5. Destination confirmation: verify the refund is being returned to the original payment source rather than a wallet, coupon or different account.
  6. Published processing period: save the merchant’s current refund policy as it appeared for your order.

The merchant’s service timeline is not automatically the same as an RBI failed-transaction turnaround time. A merchant may need time to inspect a returned item or approve a cancellation before initiating the refund. Once it claims to have initiated the refund, the reference and date become critical for bank tracing.

Raise the issue through UPI HELP and your bank

Open the eligible original merchant debit record and choose the fact-matching support reason if available. The documented P2M success/pending category U021 is “Credit not processed for cancelled or returned goods & services”. It is different from the failed-payment category and is not itself a refund entitlement or deadline. The same screen is not promised in every app.

For a missing later refund, the cancelled-or-returned-goods credit reason is normally closer than “failed transaction.” Attach or transcribe the merchant’s refund reference and date. Save the complaint reference and status.

Also use your account-holding bank’s official grievance channel. Ask for a payment/refund trace and request/save a complaint reference, acknowledgement or dated submission proof. Keep the reference or dated submission proof, and ask the bank to confirm the procedure and response period applicable to your complaint.

If the app cannot accept the reason, send the same evidence through the bank’s general grievance route. Preserve one factual chronology. Do not assume the current Other Product Complaint form is a UPI complaint flow.

Evidence checklist

  • original UPI transaction ID, UTR or RRN;
  • date, time, amount and final payment status;
  • merchant name and UPI ID shown in the transaction;
  • order number and invoice or receipt;
  • cancellation, return or service-failure confirmation;
  • merchant refund amount, approval date and initiation date;
  • refund reference supplied by the merchant;
  • merchant policy or promised processing period;
  • UPI app complaint number and bank complaint number;
  • bank statement covering the original debit and the expected refund period.

Mask unrelated transactions and account numbers before sharing documents. Never provide a UPI PIN or OTP to obtain a refund. A refund is a credit; you do not need to approve a collect request, scan a “refund QR,” or enter a PIN to receive it.

Masked example

Fictional example: Priya paid INR 2,399 to an online merchant through UPI. The payment showed successful and the order was cancelled the next day. The merchant’s support page said the refund was initiated on 8 October and supplied reference RF4821, but no credit appeared in Priya’s bank statement after the merchant’s stated period. Priya opened the original payment, selected the cancelled/returned-goods credit issue, attached the cancellation and reference, and received an app complaint number. She sent the same bundle to her bank and asked it to trace the refund reference. She did not claim the original payment had failed and did not enter a UPI PIN to “receive” the refund.

Which timeline applies?

RBI’s harmonised turnaround-time circular covers failed payment-system transactions. For UPI merchant payments, it provides auto-reversal within T+5 calendar days when the account was debited but transaction confirmation was not received at the merchant location, with INR 100 per day for delay beyond that limit. “T” is the calendar date of the transaction.

That rule should not be quoted automatically for every merchant refund. When the original payment succeeded and the merchant later accepted a return or cancellation, the issue is a subsequent merchant refund. The public NPCI material describes the merchant asking its bank to refund through the defined process, but it does not establish one universal consumer-facing refund duration for every merchant, product and acquirer.

Use the merchant’s written policy and the refund reference to establish what was promised. If the bank identifies the case as a failed transaction covered by RBI’s TAT framework, ask it to state the applicable category and dates in writing. Do not invent a three-, five- or seven-day legal guarantee merely because a marketplace support page uses that estimate.

Important exceptions

  • Wallet or store credit: a merchant may claim the refund went to an internal wallet. Compare that with the payment terms and what you accepted.
  • Partial refunds: verify returned-item quantity, cancellation fee, convenience fee and tax treatment rather than assuming the missing balance is a bank error.
  • Split payments: part of an order may have used UPI and part a coupon or wallet, producing more than one refund leg.
  • Duplicate payment: provide both transaction IDs and proof that only one order or service was supplied.
  • Fraudulent merchant: if no genuine order or refund exists, report suspected fraud promptly instead of waiting indefinitely for a promised refund.
  • RuPay credit card on UPI: the refund may appear in the linked credit-card account and statement rather than a savings account.

Escalation path

  1. Merchant support and grievance channel;
  2. UPI app complaint on the original transaction;
  3. your account-holding bank’s grievance officer;
  4. NPCI complaint facility where eligible;
  5. RBI Ombudsman for an eligible deficiency in service after first approaching the regulated entity.

Under RBI’s Integrated Ombudsman Scheme 2026, first complain to the covered regulated entity and keep proof. If there is no reply, wait 30 days or the applicable RBI, NPCI or card-network period, whichever is higher; a reply you are dissatisfied with can also permit filing. File within 90 days of the applicable waiting period expiring or the entity’s last communication, whichever is later. Coverage, exclusions and the transition for complaints received before 1 July 2026 still apply. Frame the complaint around the regulated entity’s service, such as its handling of your payment trace or grievance. A retail dispute solely about product quality may require the merchant’s grievance process or a consumer remedy.

If the payment involved deception, report to the bank and the official cybercrime channel promptly. CheckMatter’s unauthorized transaction guide explains a different liability question; disclose accurately whether you entered the UPI PIN. For general rule verification, see how to check whether an RBI rule applies.

What does not change

  • A merchant’s “refund approved” message does not prove that a bank credit was initiated.
  • A successful original payment is not retroactively a failed payment merely because goods were returned.
  • You do not enter a UPI PIN to receive a genuine refund.
  • Opening several duplicate complaints does not replace a complete transaction chronology.
  • The bank may need the merchant’s refund reference to trace the later credit.
  • No article can guarantee recovery where the merchant disputes cancellation or no refund was initiated.

Frequently asked questions

How long should a UPI merchant refund take?

There is no single public rule that safely applies to every successful payment followed by a merchant refund. Check the merchant’s written period, obtain the refund reference and ask your bank to trace it after that period.

Does RBI’s T+5 rule apply?

It applies to the specified failed merchant-payment scenario where the account was debited but confirmation was not received at the merchant. It should not automatically be applied to a later refund after a successful transaction.

Which UPI HELP reason should I choose?

For a successful payment followed by a missing promised refund, the cancelled/returned-goods credit issue is a documented P2M category when available. Choose based on the facts shown in your app.

Do I need to contact the merchant or bank?

Usually both. The merchant must confirm whether and when it initiated the refund; the bank can trace the payment-system records and claimed credit.

Can a refund require my UPI PIN?

No. Entering a UPI PIN authorizes a debit. Treat a refund QR, collect request or “processing fee” as a warning sign.

What if the merchant has closed or disappeared?

Report the facts promptly to your bank and app. If deception is suspected, use cybercrime reporting. Preserve the merchant page, order record and communication before they disappear.

Final action checklist

  • Confirm the original payment status and destination.
  • Obtain the merchant’s cancellation and refund confirmation.
  • Ask for the refund reference and initiation date.
  • Raise the accurate reason from the original transaction.
  • Send the same evidence to your bank and keep complaint numbers.
  • Do not enter a PIN or approve a collect request to receive money.
  • Escalate only with a clear chronology and the applicable rule.

Conclusion

For a UPI merchant refund not received, separate the successful original payment from the later refund. Get the refund reference, use the correct UPI HELP reason, ask your bank to trace the credit and keep one evidence bundle. The RBI failed-payment T+5 rule protects a defined technical failure; it is not a universal deadline for every return or cancellation. Accurate classification is the fastest route to a useful response.
