What is Form 8?

Form 8 is the Election Commission of India application used by an already enrolled elector for one of four purposes: shifting residence, correcting an existing electoral-roll entry, requesting a replacement EPIC without correction, or asking to be marked as a person with disability. Select only the purpose that matches your request.

For an address change, the form asks the Electoral Registration Officer, or ERO, responsible for the new residence to shift the elector’s entry from the old address to the new one. You should not submit Form 6 as a new voter merely because you moved. Duplicate enrolment is not the correct solution and can create verification problems.

Who can request a voter ID address change online?

You should already be registered as an elector and ordinarily reside at the new address. “Ordinarily resident” is about where you normally live; owning property by itself does not automatically establish electoral residence. Students, tenants, employees and family members can have different factual circumstances, so answer the form accurately.

You will normally need your EPIC number or enough enrolment details to identify the existing entry. If you cannot find the number, use the official electoral search service before starting. Do not rely on an old photocopy if your record has since changed.

The official online route is the Voters’ Service Portal. The Election Commission also provides the Voter Helpline mobile app. An offline Form 8 can be submitted through the Booth Level Officer or the responsible ERO according to local instructions.

Start from the official ECI domain. Avoid agents, messaging-app links and websites that promise instant approval. Creating the application is not the same as ERO approval.

Choose the correct Form 8 shifting option

The portal distinguishes shifting within the same Assembly Constituency from shifting from one constituency to another. Choose based on the new address and the constituencies shown by the official system. Do not guess from district or postal boundaries; electoral boundaries do not always match them.

If your problem is a spelling error, date-of-birth entry or photograph rather than a move, select correction of particulars. If the details are correct but the EPIC is lost or damaged, select replacement without correction. Mixing multiple purposes can delay scrutiny.

Documents accepted as address proof

The current Form 8 lists common proofs for the new address. These include a water, electricity or gas connection bill for that address of the stated age, Aadhaar card, current passbook of a nationalised or scheduled bank or post office, Indian passport, revenue-department land records including Kisan Bahi, a registered rent or lease deed for a tenant, and a registered sale deed for an owner.

The form also provides space for another document to be specified. Acceptance depends on the ERO’s verification. Upload a clear, complete and current copy. A cropped bill without the name, address or date can be unusable.

Form 8 permits the listed address proof in the applicant’s name or in the name of a parent, spouse or adult child who is already enrolled as an elector at the same address. The relationship and existing enrolment can be checked, so do not use a relative’s proof for an address where you do not actually live.

Is Aadhaar compulsory?

The form includes fields for an Aadhaar number for authentication of entries, but it also provides an option stating that the applicant cannot furnish Aadhaar because they do not have an Aadhaar number. Do not invent or borrow a number. Follow the exact declaration shown on the current form.

  1. Open voters.eci.gov.in and sign in or create the portal account required for the service.
  2. Search your existing electoral entry and verify the EPIC number, name and constituency.
  3. Open Form 8 and choose shifting of residence.
  4. Select whether the move is within the constituency or to another constituency, as offered.
  5. Enter the complete new ordinary-residence address, including house, street, locality, village or town, post office, PIN, tehsil and district where requested.
  6. Choose the address-proof type and upload a clear self-attested copy if the workflow requires it.
  7. Review mobile, email and Aadhaar-response fields. Use your own details or the permitted relative details accurately.
  8. Read the declaration, confirm that the information is true and submit.
  9. Save the reference or application number and the submitted PDF if available.
  10. Track progress through the official portal or app and respond to verification requests.

What happens after submission?

The application goes to the responsible electoral authorities for scrutiny. A Booth Level Officer may verify the new residence, documents and existing enrolment. The ERO can approve, reject or request clarification. Processing time varies with the facts, field verification and electoral workload.

Do not assume silence means approval. Track the reference number. If the portal shows a query, answer through the official route and preserve the acknowledgement. A telephone caller should not ask for payment, an OTP or a banking PIN to complete voter verification.

What changes after approval?

The electoral-roll entry shifts to the new address and the old entry should be removed through the Form 8 process. The ECI guidelines say that, when a shifting application is approved, a replacement EPIC may be issued and the old EPIC should be returned to the ERO as instructed.

Your EPIC number may remain the identifier associated with you, but the card format and delivery process depend on the approved record and current ECI workflow. Before an election, search the final electoral roll and confirm the assigned polling station rather than relying only on an old card.

Common reasons an application is delayed

  • The new address is incomplete or does not match the proof.
  • The uploaded document is blurred, cropped, expired or missing a date.
  • The relative whose proof is used is not enrolled at the same address.
  • The wrong option—correction, replacement or new enrolment—was selected.
  • The old electoral entry cannot be identified.
  • A required declaration or supporting document is missing.
  • The applicant cannot be verified as ordinarily resident.
  • A duplicate application is already pending.

How to correct a rejected or stuck request

Read the status and rejection reason first. If a document is insufficient, obtain the accepted proof rather than uploading the same file repeatedly. If the constituency or ERO is wrong, contact the election office responsible for the new residence.

Use the official National Grievance Services Portal or helpline options displayed on the ECI site for a service complaint. Provide the application reference, submission date and exact status. Do not post the full EPIC number, Aadhaar or address publicly.

What does not change automatically?
